The article examines the problem of correlation between the “knowledge society” and “knowledge practice,” based on analysis of the phenomenon of security expertise as a part of political expertise. In the article, we consider the relationship between politics and security and demonstrate under what circumstances security becomes politics. It is noted that at present the concept of security has become very multifaceted and includes various spheres, from military-political to informational and humanitarian. We defines security expertise, list its key parameters, origin, (...) its institutionalization and practices. Special attention is paid to the characteristics of the main schools in the study of security expertise problems. Their general ideology and inherent problems are analyzed, including the correspondence of the quality of the expertise to recognized standards of scientific knowledge. We explain why security issues appeal to experts and result in numerous studies. We raise an issue of causes that may lead to possible deprofessionalization of security expertise. We identify a number of institutions with an expert status in the field of security and explain the global growth of analytical centers specializing in security expertise. A brief description of such analytical centers and their main features is given. We look into examples of practical impact of expertise on political decision-making, and possible mechanisms of expert support. It is concluded that expert analysis can exercise direct impact on political processes, and the experts become influential shadow participants. On the one hand, this may contribute to adopting more balanced decisions, but, on the other hand, it may result in deprofessionalization of experts who will try to adjust to the demands of politicians. Thus, in the sphere of security expertise, one of the results of the formation of a “knowledge society” is a decrease in the autonomy of the scientific sphere, which has a side effect in the form of deprofessionalization of knowledge. The Kleene Hierarchy classifies sets according to the first-order complexity of their defining formulas. Milkov introduces the notes and provides Russell’s biographical and philosophical background. The course on Lotze, on whose philosophy of geometry Russell had already written, was influential in his development away from monism.

The name of the icon is associated with the "Miracle of the Infant in Kiev", which dates from the researchers no later than 1090. The legend tells about the marriage, which went to the pilgrimage to the relics of Boris and Gleb in Vyshgorod. They returned to Kyiv by the Dnipro in a (...) boat. In the road, a tired woman was asleep and dropped into the water a baby, which immediately drowned. Parents of the child turned to despair in despair. Mykola "having a great faith in him", asking for help. Indeed, the next morning the child of a bud was found undisturbed on the outside of the chambers of Sophia of Kiev: "... the child is lying wet in front of the image of St. Nikolai "[Leonid, Archimandrite. Life and miracles of St. Nikolai Mirlykysky and praise him. Investigation of two monuments of ancient Russian writing of the XI century. - St. Petersburg, 1881. - P. 90.] The icon of the saint, under which was found miraculously saved sv. Nicholas is a child in wet diapers, nicknamed Nikolay Mokrogo. The paper presents a cross-country analysis of the second generation of currency boards introduced in three East European countries: Bulgaria, Estonia and Lithuania. We focus on their institutional, legal and political characteristics which are closely associated with the operation of the automatic mechanism of currency boards. The presence of an automatic mechanism within the framework of the currency board is often cited as a major counterpoint to the “discretion and subjectivity” of a classical central bank. Since there is no precise (...) definition of automatic mechanisms in the literature, we define it as: “the presence of a positive cointegration relationship between the balance of payments and the reserve money and absence of discretionary variables in the model.” When discretionary variables are present in the model in one form or another, we may speak of a “mechanism for adjustment through discretion – conscious or unconscious.” Within the framework of the second generation of currency boards, we reduce the channel of discretion to the presence of atypical balance sheet items and employment of a number of monetary policy instruments. We seek in this article to compare currency board automatic mechanism in Bulgaria, Estonia and Lithuania.L’article procède d’une analyse transversale par pays de la deuxième génération des “bureaux d’émission” introduits dans trois pays de l’Europe de l’Est. L’existence d’un mécanisme automatique dans la structure d’un bureau d’émission est souvent mise en avant comme l’argument majeur à l’encontre de la “discrétion” et la “subjectivité” d’une banque centrale classique. Parce qu’il n’existe aucune définition précise du mécanisme automatique dans la littérature, nous la définissons comme “la présence d’une relation positive de cointégration entre la balance des paiements et les réserves monétaires et l’absence de variables discrétionna- ires dans le modèle”. Quand des variables discrétionnaires sont présentes dans le modèle sous une forme ou une autre, nous pouvons parler d’un “mécanisme d’ajustement discrétionnaire – conscient ou inconscient”. Bath structures, which emerged as a result of the importance given to washing since ancient times and which mean "place to wash", provided continuity with the style created in the Roman and Byzantine periods. Turkish baths, shaped on the bath tradition of the Roman and Byzantine periods, gain a unique form in time, especially after the adoption of Islam. It is seen that with the differences with the beliefs and behaviours brought by Islam the important changes in the structure of (...) the Turkish baths emerged with the new arrangements made of the plan typology in the Ottoman period. In addition, some another various functions are attributed to these structures in the Ottoman Empire and baths are generally built for income. After the Ottoman-Russian war between 1828-1829, the "Turkish Bath" built by the Russian Tsar Nicholas as a message for his own political purposes carries traces of the aforementioned Ottoman baths. The Turkish bath, which the tsar ordered to be built in the park of Ekaterinburg, becomes a product of the project on which the important Russian architect Monigetti meticulously emphasized. Although the structure in question differs from the Ottoman bath formation, it has similar features in terms of function and decoration details. However, the external appearance of the work, which is the subject of our study, with the form of the minaret next to it, resembles the Turkish Mosque architecture. In terms of decorative features, an oriental arabesque style of decoration dominates the building. As a matter of fact, our aim in this study is to first explain the characteristics of a Turkish structure built in Russian and completely from a Russian point of view, and then reveal the similarities and differences between both the two constructions. By analyzing the Dirac equation with static electric and magnetic fields it is shown that Dirac’s theory is nothing but a generalized one-particle quantum theory compatible with the special theory of relativity. This equation describes a quantum dynamics of a single relativistic fermion, and its solution is reduced to solution of the generalized Pauli equation for two quasiparticles which move in the Euclidean space with their effective masses holding information about the Lorentzian symmetry of the four-dimensional space-time. We reveal the (...) correspondence between the Dirac bispinor and Pauli spinor , and show that all four components of the Dirac bispinor correspond to a fermion . Mixing the particle and antiparticle states is prohibited. On this basis we discuss the paradoxical phenomena of Zitterbewegung and the Klein tunneling. (shrink)

A structure is automatic if its domain, functions, and relations are all regular languages. Using the fact that every automatic structure is decidable, in the literature many decision problems have been solved by giving an automatic presentation of a particular structure. Khoussainov and Nerode asked whether there is some way to tell whether a structure has, or does not have, an automatic presentation. We answer this question by showing that the set of Turing machines that represent automata-presentable structures is ${\rm{\Sigma (...) }}_1^1 $-complete. We also use similar methods to show that there is no reasonable characterisation of the structures with a polynomial-time presentation in the sense of Nerode and Remmel. (shrink)

In the corporate social responsibility literature, the principle of voluntarism is predominant and implies that responsible business activities are discretionary and reach beyond the rule of law. This principle fails to explain that governments have a great interest in CSR and exercise influence on firms’ CSR activities. Therefore, we argue in favour of a contingency approach on voluntarism in CSR. To this end, we analyse the academic literature to demonstrate how governments are part of the CSR debate. We selected 703 (...) papers where the impact of governments is mentioned from five journals in our field in the period 1982–2011. We studied the titles and abstracts of these papers and provide an overview of: the geographical orientation of the reviewed studies; the variety of government levels involved; and the various subjects where governments appear to be involved. In addition, an in-depth reading of a subsample of 39 articles offers more details on the role of governments in the CSR literature. Hence, we offer a structured overview on the discussion of CSR and governments while stimulating a contingent understanding of the voluntarism concept in CSR. (shrink)

This paper raises the question whether the Economic Nobel Prize is ideologically biased. Based on a review of a significant number of the Prize Committee’s award justifications, the article concludes at a persistent bias against private property and the free market and in favour of collectivism and state interventionism. From a methodological point of view, the Prize has contributed to the widespread use by professional economists of formal mathematics within the positivistic approach. With respect to research findings, the Prize has (...) favoured the doctrine that market processes are faulty, while government policies are an appropriate fix. Additionally, the paper casts doubts on the scientific integrity of the Prize, given the Committee’s acknowledged lack of concern for fundamental revisionism and outright dismissal of possible criticisms. The purpose of the study is an institutional view of the state and modern Russia, as opposed to the civilizational and formational worldview. It allows you to switch public and scientific consciousness from a statocentric to a sociocentric worldview, in its own way reveals the correlation of the categories of people, society and the state in the political universe. As a result, the history of political society appears to be a socio-dialectical sequence of public legal structures built by historically changeable (...) political norms. The analysis of institutional transitions and political norms allows us to assert that modern society, including the Russian one, is rationally moving towards a libertarian institution, i.e. to co-governance of citizens equal in law. Having the ambition to contribute to the practical value of the theory on corporate social performance (CSP), this paper approaches the question whether CSP can contribute to the competitive advantage of firms. We adopted an explorative case-study methodology to explore the variety of positive and negative effects of CSP on the competitiveness of organizations. As this study aimed at identifying as great variety of these effects as possible, we selected a diversified group of respondents. Data was thus collected through embedded (...) units of analysis in a petrochemical company, and triangulated with the opinions of experts on CSP. Overall, we found various positive and negative effects of CSP on the competitiveness of organizations. CSP is therefore not an innocent adventure for executives, but rather a strategy for achieving corporate objectives. If not carefully implemented, the CSP strategy may harm the competitive advantage of the firm, as our results have suggested. (shrink)

The scientific novelty lies in the development and refinement of theoretical provisions and the definition of directions for increasing the business activity of small businesses. The paper suggests an explanation of the failure of liberal reforms in Russia in 1990th using a specific concept of social space. A society can be interpreted as ‘rings in the water’ system with an individual as the center and more distant social groups as ‘rings’. The key factor in such system would be an individual’s ability to translate his/her will through the ‘rings’. Russian social space is characterized by a sharp discrepancy between high standards for personal spiritual and moral (...) growth and low ethical standards of real social life. What is strictly forbidden inside the personal social circle (the ‘ring’ of relatives and close friends) is easilycondoned outside of it. External ‘rings’ of social space are more like ‘dangerous and irrational wild nature’ than cultural territory. This discrepancy (constant for Russian history for at least last 500-600 years) puts all kinds of barriers for active social interaction. The failure of liberal reforms in Russia shouldn’t be interpreted as the failure of liberal ideas, but as the failure of an attempt to apply them to the territory mentally and socially absolutely alien to them. Current situations of communication are often associated with the active use of various SNS - convenient tool for information exchange, as new media, and one of the most widespread ways of self-presentation. The author comes to the conclusion that a SNS (like Facebook) gives no effective means to discern the real face - ego-, personal or actual social identity. However, modern Internet technologies provide us (...) with useful instruments, applied to the social network analysis and semiotic approach, to define the virtual social (or personal) identity that can (or cannot) be the same as the real one. The publication of the Critique of Pure Reason by Immanuel Kant marked the beginning of an intellectual revolution not only in Philosophy, but also in other spheres of intellectual activity. Every year interest to this work is only growing up, especially in the context of the development of cognitive sciences and technologies related to the development and implementation of artificial intelligence systems. However, both Kant’s contemporaries and subsequent generations of researchers had questions about the basic concepts, outlined in the first (...) Critique. Nikolay Lossky became one of such outstanding experts in Kant’s philosophy, who carried out a metacritique of transcendental idealism. His analysis is interesting because it is characterized by consistency, depth and inclusiveness, despite the fact that he was not a supporter of Kant’s philosophy. The proposed article explicates the main points of the metacritique of pure reason carried out by Lossky. The aim is to systematize the advantages and disadvantages of transcendental idealism highlighted by him in order to assess the validity of objections and identify points that paradoxically escaped Lossky’s attention. In particular, it is shown that the highest evaluation of Lossky is awarded to Kant’s efforts to create an epistemology that does not rely as presuppositions on any other branches of human knowledge; the resolution of contradictions between Empiricism and Rationalism; the creation of the doctrine of synthetic rationality and transcendental logic; the idea of the need for the immanence of knowledge to consciousness. Lossky identified as the key shortcomings of transcendental idealism a range of contradictions grouped around such concepts as the things in themselves, affection, experience, inner sense, transcendental schema, and unity of apperception. At the same time, it is shown that such a key concept for Kant’s theoretical philosophy as transcendental reflection has disappeared from the Lossky’s field of consideration. The study is preceded by a brief description of Lossky’s characteristics, including personal ones, as a meta-critic of pure reason. (shrink)

Karl Popper has often been cast as one of the most solitary figures of twentieth-century philosophy. The received image is of a thinker who developed his scientific philosophy virtually alone and in opposition to a crowd of brilliant members of the Vienna Circle. This paper challenges the received view and undertakes to correctly situate on the map of the history of philosophy Popper’s contribution, in particular, his renowned fallibilist theory of knowledge. The motive for doing so is the conviction that (...) the mainstream perspective on Popper’s philosophy makes him more difficult to understand than might otherwise be the case. The thinker who figures most significantly in the account of Popper developed in these pages is Leonard Nelson. Both a neo-Friesian and neo-Kantian, this philosopher deeply influenced Popper through his student Julius Kraft, who met with Popper on numerous occasions in the mid 1920s. It is in the light of this influence that we understand Popper’s recollection that when he criticized the Vienna Circle in the early 1930s, he looked upon himself “as an unorthodox Kantian”. This paper outlines the intellectual biography of Walter Dubislav. Besides being a leading member of the Berlin Group headed by Hans Reichenbach, Dubislav played a defining role as well in the Society for Empirical/Scientific Philosophy in Berlin. A student of David Hilbert, Dubislav applied the method of axiomatic to produce original work in logic and formalist philosophy of mathematics. He also introduced the elements of a formalist philosophy of science and addressed more general problems concerning the substantiation of human knowledge. (...) What set Dubislav apart from the other logical empiricists was his expertise in the history of logic and exact philosophy which enabled him to elucidate and advance the thinking in both disciplines. In the realm of logic proper, Dubislav is best known for his pioneering work in theory of definitions. This text offers a discussion of the concept and experience of alienation, as it has been theorized in two very different traditions. Accordingly, I juxtapose a recent discussion by Italian Autonomist Marxist Franko “Bifo” Berardi to that of Argentine philosopher and scholar of indigenous cosmologies Rodolfo Kusch. Unlike Berardi’s anti-capitalist critique, Kusch identifies Western Modernity (and not just capitalism) as the source of alienation, and proposes a “de-linking” from its categories and epistemic practices. I caution that even a progressive meta-theory (...) such as Marxism can engage in conceptual violence, when it claims universal validity. (shrink)

This article pursues two distinct yet interrelated levels of analysis. Theoretically, the article seeks to destabilize Western narratives of a transition from humanism to anti- and post-humanism in radical scholarship by foregrounding two traditions from Eastern Europe and the Caribbean where the language of the human persisted long after its declared obsolescence in the West. The argument made here is that these divergent narratives of the human were neither wholly contingent nor just a matter of distinct intellectual traditions, but were (...) deeply interwoven with both the history of the Cold War and the legacies of colonialism. On a praxical-political level, the article also engages in a close reading of arguably the major tradition of Marxist humanism in Eastern Europe, that of the Praxis circle in former Yugoslavia. From 1901 till, at least, 1919, Russell persistently maintained that there are two kinds of logic, between which he sharply discriminated: mathematical logic and philosophical logic. In this paper, we discuss the concept of philosophical logic, as used by Russell. This was only a tentative program that Russell did not clarify in detail, so our task will be to make it explicit. We shall show that there are three (-and-a-half) kinds of Russellian philosophical logic: (i) “pure logic”; (ii) philosophical logic (...) investigating the logical forms of propositions; (iii) philosophical logic exploring the logical forms of facts: in epistemology; and in the external world. In particular, Russell’s program or philosophical logic of the facts of the external world remained less than sketchily outlined. We shall discuss it in some detail in the hope that it can start a new life. (shrink)

Between April and November 1912, Bertrand Russell and Ludwig Wittgenstein were engaged in a joint philosophical program. Wittgenstein‘s meeting with Gottlob Frege in December 1912 led, however, to its dissolution – the joint program was abandoned. Section 2 of this paper outlines the key points of that program, identifying what Russell and Wittgenstein each contributed to it. The third section determines precisely those features of their collaborative work that Frege criticized. In the cytoplasm of practically all living cells, potassium is the major cation while sodium dominates in the media (seawater, extracellular fluids). Both prokaryotes and eukaryotes have elaborate mechanisms and spend significant energy to maintain this asymmetric K+/Na+ distribution. This essay proposes an original line of evidence to explain how bacteria selected potassium at the very beginning of the evolutionary process and why it remains essential for eukaryotes.

A brief essay of Nikolay Raynov against war.

In 1930, at the initiative of Nikolay Raynov, was founded the Bulgarian Roerich Society. This brief essay, written and published by Raynov in the Newspaper Zarya 1933, aims to introduce the oeuvre of Nicholas Roerich and his ideas of Pax Cultura – peace trough culture – to a larger Bulgarian audience. Raynov argues that it is not enough to create oeuvres of art, i.e. to write books or to paint pictures, but that it is also necessary to fight for (...) the protection of cultural works and monuments, especially in times of conflict and war. In this sense, this brief essay can be conceived as a call to the Bulgarian public to join the Roerich Pact, elaborated in 1928/1929. (shrink)

We study the algorithmic complexity of embeddings between bi-embeddable equivalence structures. We define the notions of computable bi-embeddable categoricity, \ bi-embeddable categoricity, and degrees of bi-embeddable categoricity. These notions mirror the classical notions used to study the complexity of isomorphisms between structures. We show that the notions of \ bi-embeddable categoricity and relative \ bi-embeddable categoricity coincide for equivalence structures for \. We also prove that computable equivalence structures have degree of bi-embeddable categoricity \, or \. Computably enumerable equivalence relations received a lot of attention in the literature. The standard tool to classify ceers is provided by the computable reducibility \. This gives rise to a rich degree structure. In this paper, we lift the study of c-degrees to the \ case. In doing so, we rely on the Ershov hierarchy. For any notation a for a non-zero computable ordinal, we prove several algebraic properties of the degree structure induced by \ on the \ equivalence relations. (...)
